... SHUT DOWN Philadelphia, Pennsylvania with a FREE pop-up concert Monday morning. Clearly Philly Mayor Michael Nutter got into it:

He did other free pop-up shows in Washington, D.C. and New York City the same day.

The concerts are a part of a news conference promoting Wonder's "Songs in the Key of Life Performance" tour.
